Russian national arrested for being a ’bogus’ dentist denied bail

Johannesburg – The bogus dentist who had been operating for two years though he is not registered with the Health Professions Council of South Africa (HPCSA), has been denied bail.

Vladimir Jovanovic was arrested on Friday at Dr Abram Behr Fait’s dental practice in Dunkeld West Centre on Friday.

This was after it was found he has been practising as a dentist at the practice since 2018 and that Dr Fait had not been practising there from March this year.

Jovanovic appeared in the Johannesburg Magistrate’s Court on Monday and was denied bail as police are still trying to verify his citizenship.

The HPCSA’s Eric Mphaphuli said it was established Jovanovic was a Russian citizen who grew up in Zimbabwe. As it is, he said, it was not yet known how long he has been in South Africa.

“We are not sure if he has ever been to a dental school but all we know is that he is not registered with the HPCSA,” he said.

Mphaphuli said it was a tip off from the community that led to Jovanovic’s arrest.

He said people who used to visit the dental practice where Jovanovic was arrested where surprised when Fait was no longer there.

Suddenly Jovanovic was the one who took over and they were not sure of who he was and informed the HPCSA..

Fait was not present at the time that Jovanovic was arrested and charged with contravening Section 17(1)(a) of the Health Professions Act, (Act 56 of 1974).

The HPCSA has referred Fait to the Medical and Dental Professions Board to take disciplinary action again him for allegedly employing or allowed an unregistered person to practise at his practice while not registered with Council.

DrugFacts: Marijuana as Medicine | National Institute on Drug Abuse (NIDA)

What is medical marijuana?

The term medical marijuana refers to using the whole, unprocessed marijuana plant or its basic extracts to treat symptoms of illness and other conditions. The U.S. Food and Drug Administration (FDA) has not recognized or approved the marijuana plant as medicine.

However, scientific study of the chemicals in marijuana, called cannabinoids, has led to two FDA-approved medications that contain cannabinoid chemicals in pill form. Continued research may lead to more medications.

Because the marijuana plant contains chemicals that may help treat a range of illnesses and symptoms, many people argue that it should be legal for medical purposes. In fact, a growing number of states have legalized marijuana for medical use.

Why isn’t the marijuana plant an FDA-approved medicine?

The FDA requires carefully conducted studies (clinical trials) in hundreds to thousands of human subjects to determine the benefits and risks of a possible medication. So far, researchers haven’t conducted enough large-scale clinical trials that show that the benefits of the marijuana plant (as opposed to its cannabinoid ingredients) outweigh its risks in patients it’s meant to treat.

Medical Marijuana Laws and Prescription Opioid Use Outcomes

A new study underscores the need for additional research on the effect of medical marijuana laws on opioid overdose deaths and cautions against drawing a causal connection between the two. Early research suggested that there may be a relationship between the availability of medical marijuana and opioid analgesic overdose mortality. In particular, a NIDA-funded study published in 2014 found that from 1999 to 2010, states with medical cannabis laws experienced slower rates of increase in opioid analgesic overdose death rates compared to states without such laws.1 

A 2019 analysis, also funded by NIDA, re-examined this relationship using data through 2017. Similar to the findings reported previously, this research team found that opioid overdose mortality rates between 1999-2010 in states allowing medical marijuana use were 21% lower than expected. When the analysis was extended through 2017, however, they found that the trend reversed, such that states with medical cannabis laws experienced an overdose death rate 22.7% higher than expected.2 The investigators uncovered no evidence that either broader cannabis laws (those allowing recreational use) or more restrictive laws (those only permitting the use of marijuana with low tetrahydrocannabinol concentrations) were associated with changes in opioid overdose mortality rates.

These data, therefore, do not support the interpretation that access to cannabis reduces opioid overdose. Indeed, the authors note that neither study provides evidence of a causal relationship between marijuana access and opioid overdose deaths. Rather, they suggest that the associations are likely due to factors the researchers did not measure, and they caution against drawing conclusions on an individual level from ecological (population-level) data. Research is still needed on the potential medical benefits of cannabis or cannabinoids.

Clinician well-being is essential for safe, high-quality patient care.

 

However, clinicians of all kinds, across all specialties and care settings, are experiencing alarming rates of burnout. Among the most telling of statistics, more than 50 percent of U.S. physicians report significant symptoms. Burnout is a syndrome characterized by a high degree of emotional exhaustion and depersonalization (i.e., cynicism), and a low sense of personal accomplishment at work.

Clinician burnout can have serious, wide-ranging consequences, from reduced job performance and high turnover rates to—in the most extreme cases—medical error and clinician suicide. On the other hand, clinician well-being supports improved patient-clinician relationships, a high-functioning care team, and an engaged and effective workforce. In other words, when we invest in clinician well-being, everyone wins.

Supporting clinician well-being requires sustained attention and action at organizational, state, and national levels, as well as investment in research and information-sharing to advance evidence-based solutions. 

 

In the face of the unprecedented challenges created by the COVID-19 pandemic and the accompanying global public health emergency, the Action Collaborative on Clinician Well-Being and Resilience must acknowledge the toll that the current crisis is taking on the well-being of clinicians. We know that the health care and public health community needs our support as they navigate the difficult challenges arising in this unprecedented moment. We have therefore compiled a list of strategies and resources to support the health and well-being of clinicians providing health care during the COVID-19 outbreak.
